Mods are Claude Code plugins built on function hooks. They load in Claude Code 2.1.259+ with CLAUDE_CODE_ENABLE_FUNCTION_HOOKS=1; Anthropic is shipping the feature in the coming weeks and the $ API may still change between releases.
